John W, Harrison, Sr., being duly sworn, deposes and says: 

1. That he 8 hd Director of Transportation of the Charlotte- 

Mecklenburg public schools. 

2. That he has reviewed certain information pertaining to accident 

rates with reference to children walking,to school, ,riding buses and other 

methods. 

3. In connection with reporting of accidents of school children by 

his department to the State of North Carolina and other organizations, 

a student who is injured while riding on a bus or while the bus is in the 

immediate vicinity of the pick-up point is regarded as a bus accident or 

bus injury. 

4, A child injured while walking to the point of pick-up by the bus 

is regarded as a pedestrian injury and is so reported. 

5. A child injured while waiting at the bus pick-up point in an 

accident unrelated to the bus, namely, the bus is not in the area of the 

pick=up point, is also regarded as a pedestrian injury.

6. It has been my observation and it is my opinion that the 

accident and safety data reported as being school bus oriented is misleading 

for the reason that'it does not take into account the above mentioned 

factors.
