There is at least one judge who still
believes Congress meant what we said
in the Senate Report. Not only did
he grant partial sunmary judgrment for
plaintiffs, but with the help of the
Justice Department, he rejected the
"bantu stand" approachr os well aE
defendants' effort to stall elections
until January when it will be "co1d
