This case is advanced for oral argument on its merits 
on Tuesday, February 9, 1971. The motion of Plaintiffs- 
Appellants for summary reversal or in the alternative for 
injunction pending appeal is passed to the hearing panel. The 
Court will accept four Xerox or equivalent copies of briefs and 
appendix in lieu of printed copies. The brief of Appellants 
shall be filed not later than January 13, 1971, and the brief 
for Appellees not later than February 3, 1971.
