Dear Rob:
It was good talking to you. f wondered whether you'd yet
surfaced from Louisiana.
Herets the stuff I mentioned to you: (1) Ferquson v. Brick,
652 S.W.2d 1 (Ark. 1983), which deals with Leo Chitmanrs election
(it was J12hn Walkerts case, Eo he might have some useful info for
you); (2) Napoleonrs decision in Buchanan, the Jackson,
Tennessee, case (which has a nice discussion of white-on-white,
and a wee dig at Charfes Bull.ock); and my three-Judge court memo
in chisom. The last is not likely to give you a lot of help.
The best things Irve seen are the section in Wright and Miller
cited in the memo and !{ilIiams, The New Three-Judse Courts of
Reapportionment and Continuinq Probfems of Three-Judqe Court
Procedure, 65 Geo. L.J. 971 (1977).
