Dear Larry, 

I met with Julius, Lani and Steve Ralston after receiving 

your proposed budget, and am pleased to inform you that LDF will 

support the suit, according to the conditions described below and 

in the attached cooperating attorney agreement. 

LDF is willing to commit $40,000 for the lawsuit, to be 

used in litigating against the first four counties. If and when 

the suit is to be expanded to cover more of the 17 counties you 

have targeted, we can present another proposed budget to Julius, 

et al. seeking additional support. 

Support of the suit is conditioned on my full participation 

in the litigation. This will be my first voting rights lawsuit, 

and Julius and I are both anxious for me to learn from a master 

of the trade how to litigate a voting rights case from start to 

finish. You and I need to figure out a working relationship that 

will include me in the planning process as well as the nitty 

gritty pre-trial and trial litigation, without undue duplication 

of efforts. I think it should be fairly easy to do. 

Please sign both copies of the cooperating attorney agree- 

ment, and return one to me for our files.
