Dear Mr. Jones:

A group of black citizens has requested that we assist them
in- chal_lenging the change being proposed by the City of Greensboro
SchooL Board for the selection'of board members. I- r:nderstand
that this matter has been reviewed by the Department of Justice
and that the Department does not oppose the thange.

rf possibLe, please- advise of the basis for the decision by
the Department. I have not had a chance to review this matterin detail and would like to know whether there is some basis for
challenging the proposed change.
