20 STATEMENT BY JACK GREENBERG OF NAACP LEGAL DEFENSE AND EDUCATIONAL FUND, INC. (LDF) APRIL 22, 1969. The court today for the first time ruled illegal investigative dragnet arrests. This police practice is widespread but particularly acute in the South, where police often indiscrimi- nately round up placks in seeking a suspect.
