The United States Supreme Court having granted review 

of this lawsuit on October 2, 1978, and for the reasons stated 

in this court's Order of April 7, 1977 (the findings and con- 

clusions of which are incorporated herein by reference), 

It is ORDERED, ADJUDGED, and DECREED that pursuant 

to the last paragraph of this court's order of May 31, 1978, 

which provided for a stay of the mayor-council election ordered 

therein in the event the Supreme Court granted review, the 

election ordered for November 21, 1978, is hereby STAYED pend- 

ing further orders of the United States Supreme Court. 

Done, this the 3rd day of October, 1978.
