Notice is hereby given that proposed intevenor, 

Charles Emile Bruneau, Jr., in the above captioned matter 

hereby appeals to the Supreme Court of the United States from 

the judgment of the three judge court entered on October 20, 

1883, declaring that Act 20 of the 1981 First Extraordinary 

Session of the Louisiana Legislature violates the Voting Rights 

Act, as amended, 42 USC §1973 and, enjoining the Defendants 

from enforcing its provisions, entered in this action on 

October 20, 19253. 

This appeal is taken pursuant to 28 USC $1253,
