PLAINTIFFS' SUBMISSION OF PLANS 
  

Attached hereto are three plans for nine single member 

districts for the Mobile City Council. These plans differ 

from those submitted before trial in that the present plans 

utilize existing wards, either wholly or in great part. 

The figures on which these plans are based were agreed 

to by the counsel for both parties, based upon the best 

estimate our respective demographic experts could make. 

No estimate was made for that portion of Precinct P-32-95-2 

located in the city. However, this precinct is roughly 

contiguous with Census Tracts 38.02 and 38.99 which have 

an in-city population of 74 people, 72 of whom live on ships. 

These figures have been included in the population estimates 

of each proposed districts. This resulted in a total 

population of 190, 364, rather than the census total of 

190,026. The optimum population for each district is therefore 

21,152. Each plan is first explained in terms of its 

composition and then an analysis showing the ''percent of 

optimum" - that is, the district size as a percentage of the 

optimum district size of 21,152. 

 



  

The plan primarily proposed by the plaintiffs is 

Plan F, which has the lowest total deviation from the optimum: 

only 9.3% total deviation, that is from the highest to lowest - 

as compared with 16.5% deviation for Plans E and G.

This areas encompasses a population of 1,559. 

This area is bounded on East by Mobile Bay; on North by 
Bankhead Tunnel and Government Street; on West by Broad Street; 
on South by Charleston, Franklin, Canal, L&N RR, Palmetto. 

  

Move from District 6 to District 5: 

Tract 16 

Tract 17 - blocks 101-201; .206-208 

This area encompasses a population of 1,426. 

This area is bounded on North by Ward boundary; on West by 
Eslava Creek and Dog River; on South by Old Military Road, 
Dauphin Island Parkway, Rosedale Road, Brookley boundary, 
Perimeter Road; on East by Mobile Bay.
