Plaintiffs herein set forth the following list of witnesses w may 

ye called at the trial of this matter on January 31, 1983: 

A. EXPERTS 
The plaintiffs expect that the following persons may be 

1. Gordon Henderson, Phd. 

Earlham College 

Richmond, Indiana 

Dr. Henderson may testify as to the existence of racial bloc voting 

in the New Orleans area, analysis of various congressional plans, population 

projections, census statistics, and so forth. 

Richard Engstrom, Phd. 

University of New Orleans 

New Orleans, Louisiana 

Dr. Engstrom may testify as to certain factors in the New Orleans 

area, including political-sociological evidence relating to the present effects 

of past discrimination in such area as housing, education, voter registration, 

income, and so forth. He will also testify as to whether there is a commun- 

ity of interests between Orleans and Jefferson by analyzing certain political 

and quasi-political issues. 

Ve Joe Logsdon, Phd. 

University of New Orleans 

New Orleans, Louisiana 

Dr. Logsdon may testify as to the role race has played in the career 

of Governor Treen. "he material presented will be primarily historical 

nature, but will also include the r« yf race in local and Louisiana j

Dr. Cassimere may testify as racist history of louisi: 

1960's, including the use of various disfranchisement 

devices to dilute and limit minority 

Mayor Ernest Morial 

New Orleans, Louisiana 

Mayor Morial may testify as to the existence of a community 

interests between Orleans andJefferson, and economic, sociological and poli- 

tical differences between the two parishes, including the roles of blacks. 

Fdwin Edwards 

Baton Rouge, Louisiana 

Former Governor Edwards will testify as to the power of the Governor 

Louisiana in general and specifically in reapportionment areas, 

effects of certain gubernatorial actions. 

Lawrence E. Chehardy 

Assessor, Jefferson 

Metairie, Louisiana 

Mr. Chehardy may testify similarly to Mayor Morial, but focusing 

Jefferson Parish. He may also be a fact witness as to the processes leading 

passage of the challenged plan and impact of vai 

8. Lloyd Lewis 

Jefferson Parish 

a black coomunity activist 

testify in the areas outlined for Mr. Chehardy and Mayor Morial
