Dear Betsy:

In addition to the question of whether the addition of a
city to the jurisdiction of section 5 must be pre-cleared, I
would like the student to prepare a memorandum concerning
whether , if covered by section 5, the change should be
cleared. See Beer v. United States, 425 U.S. 130, 141 (1975)
("In other wordF-Ehe purpose-oT-J5-nas always been to insure
that no voting-procedure changes would be made that would
lead to a retrogression in the position of racial minorities
with respect to their effective exercise of the electoral
franchise.") Thanks.
