Dear Health Systems Agency Board Member: 

It is our intent at St. Anthony Medical Center to 

keep the members of the Health Systems Agency Board 

informed regarding what is occurring now at our sub- 

urban hospital and what will occur in the future. 

Therefore, during the next year from time to time we 

will communicate with you and hope that you will be 

receptive and generous for the time needed on your 

part to receive and study this type of information. 

It seems to us that we need to clarify one point 

for the new Health Systems Agency Board members, 

namely, that St. Anthony's did not and does not ignore 

proper objective planning. You may recall that when 

we presented our hospital as it now stands to the 

B-Agency planning office, that the Lake County Planning 

Board approved St. Anthony Hospital; however, we lost 

by one vote at the Regional Planning level. A 

During this first communication, we would like to 

visit with you about our Pediatric area, which by 1978 

will have become a total specialized pediatric division. 

. On January 3, 1975, when we signed our contracts for 

an eleven million dollar expansion, now in progress, 

there were no suburban hospitals in existence in Lake 

County, Indiana, that offered pediatric care or planned 

to in the future. Therefore, the Board of Directors 

made the decision to establish a total pediatric divi- 

sion, not only for South Lake County, but for all other 

areas that wish to avail themselves of such facilities. 

To be more specific, our pediatric division will 

offer the following services which will be available by 

the end of 1978:

- Within the Childrens' Division will be a 

Childrens' Intensive Care Unit which will 

be equipped and staffed for strictly cri- 

tical and cardiac conditions. Within this 
same area will be a Neonatal Intensive Care 

Nursery which will provide care for eight 
(8) children. It is important to know at 

this time that there is not at the present 
time a neonatology center in Lake County. 

Therefore, the neonatology center for 
children at St. Anthony Medical Center will 
be the first of its kind in lake County, 

Indiana. It is anticipated that a neona- 

tologist will be the director of this unit. 

a Inaddition to the above, we will have 

thirty-six (36) pediatric beds that will 
care for all the different types of diseases 

peculiar to pediatric patients, In addition, 
this service will provide specialized milieu 

and other services that must be available to 

provide both physical and psycho-social care 
of this age group. 

— It is essential in any pediatric area that 
appropriate supportive services are avail- 

able in order that comprehensive care can be 
provided. The St. Anthony Medical Center 

complex will also house neurologic, renal, 
cardiac, laboratory, X-ray, and respiratory 

services essential for the Childrens' Division. 

- Provision for physician facilities has been 

established in order that 24-hour medical 

attention will be available to the Intensive 

Care, Coronary Care, Neonatal section of the 

Childrens' Division. 

— A family-centered approach to pediatric care, 
with child/parent teaching and counseling 
services are available.

w- Pediatric outpatient clinic services are 

available that will provide well-baby and 

sick-baby diagnostic and medical service 

clinics. The development of all the pro- 

fessional and para-medical staffs for this 

Childrens' Division is now in progress. 

Most of the above-noted services are presently 

available in our existing eighteen (18) bed pediatric 

unit. 

Since acquiring the professional services of the 

Arthur D. Little Consulting Group, it is the intention 

of the Board of Directors to endeavor to appropriately 

work with the new Health Systems Agency Board of Directors. 

We hope that when you have digested the aforementioned 

information you will conclude, as have we, that our 

Childrens' Division will adequately meet the needs of 

the children in all of South Lake County, Indiana. It 

is to be understood at all times that although we are a 

suburban hospital, our doors are open to all of God's 

people who are under the care of physicians on our medical 

staff.

with you informally. We shall try to keep you as totally 

informed about what is happening at St. Anthony Medical 

Center as possible.

I was quite surprised to learn in the Sunday Newspaper of the application of St. Mary Mercy 
Hospital in Hobart for expansion of their ancillary services. Inasmuch as no notice of the 
hearing to be held Thursday, May 12, was received by the staff of St. Anthony Medical Center, 
nor was there received any material relative thereto, it has been somewhat difficult addressing 

ourselves to the issues at hand. Nevertheless, from the information available to us, we must 
respectfully submit that said application should be denied at this time and that approval of 
samme would be improper based upon the following: 

That no long range plan has been submitted. Only through the use of a long range plan can the 
objectives of health care planning be accomplished. Nevertheless, without the benefit of such 
planning, St. Mary Mercy has launched into a campaign not only to expand their ancillary

Anthonys has retained the services of the Arthur D. Little Company of Cambridge, Massachu- 

setts. The purpose of their work will be the evaluation and definition of St. Anthony's Health 
Service area, its program needs, and the existing resources of the area lcading to along range 
service plan for the medical center. This will include: Investigation and delineation of demo- 
graphic data and population trends for Northwest Indiana; analysis of current arca health care

Sister M. Muorifilia needs and projection of future service requirements; description of the current role of St. 
Sister Martha Joan Anthony Medical Center, Inc., in relation to other health care providers in the South Lake

Mr. Clarence Wille programs provided; review and analysis of medical staff affiliated with St. Anthony Medical 

Center, Inc., relative to existing and future services and programs; and development of recom- 

mended future role, mission, and medical service programs responsive to projected need. Based 
upon the findings of the Arthur D. Little Company, St. Anthonys will, by December 15th, pre- 
sent short and long range plans. Applications for total projects will be submitted by late fall.

It is only through this type of careful planning that providers can accomplish the objectives of 

health care planning. 

Equally as important is the potential for duplication of services. St. Anthonys is, at present, 
successfully operating a 140,000 square foot ultra-modern facility which provides, among 
other things, the ancillary scrvices and pediatric facilities applied for by St.Mary Mercy IHospi- 
fal, Yet, the ancillary service facilities operated at St. Anthonys go unrecognized by the HSA. 
We respectivlly submit that the total facilities at St. Anthonys are recognized and taken into 

account; approval of ancillary services clsewhere can only scrve to reduce proper accomplish- 
ment of the objections of health care planning in the Lake County area. 

Based upon the forcgoing rationale, it is our hope that until the proper planning has been 
accomplished and the present availabl e facilities have been recognized, the HSA will deny 
for the present time the application of St. Mary Mercy Hospital currently being considered.
