In your order of June 14, 1972, in Bradley v. Mil liken, you 
authorised the panel to, among other things, recommend 
reorganization of clusters within the desegregation area 
fsin order to minimize the admin i  s t  ra t1 ve inconvenience, or 
time and/or number® ©£ pupils requiring transportation.”

In carrying out this assignment, the panel has concluded' that 
the 15 clusters should be increased t© 16 and that certain 
school d is tr ic ts  should he realigned in the dunfear arrange- 
went®

Attached are 15 copies o f the reconmendatioas of the desegre­
gation panel regarding cluster reorganization. Copies of this 
document have also been sent fee the parties litigant®
