Dear David:

I received your preliminary proposal for the training
prograrn for minority social scientists. I perceive two
weaknesses. One, I think the actual substance of the
testimony of an expert witness is neglected in the
agenda. Several contemporaneous sessions could be devoted
to the methodology of racial bloc voting analyses, racial
appeals, historical research and data collection where no
race statistics are maintained. Second, I am not comfort-
able with the proposed recruitment p1an. I believe it will
be much harder to find interested participants than your
time schedule permits. In fact, the need not only for
more expert witnesses but for research in the field as well
recommends targetting current graduate students and others
who might need substantial lead time to raise the money to
attend. Why not schedule the training session in coordina-
tion with some other regular social science conference
to minimize expense?

Cood luck with your proposal. By the way, I would appreciate
a copy of the Urban Lawyer, Summer 1985.
