Dear Judge Thompson:
Today plaintiffs filed a brief on the remedial issues.
Enclosed is an additional bench copy. In light of recent
correspondence from the defendant counties, I have serious doubts
that Lawrence and Pickens Counties will be able to comply with
holding elections according to the schedule agreed to in the
stipulation signed by the parties. Therefore, I suggest that
once Your Honor is able to address the remaining issues and issue
an opinion, the parties should be instructed to attend a
conference with the court at which time defendants can inform the
plaintiffs and the court of the preparations they have made and
Will need to make in order to hold elections according to the
plan approved by the court.
