University. said, "I think
it will requre a consider-' able amount of shifting
this time." i ,I ^ r.'

Here is a look by region
at the districts and the
problems and considera-
tions the Legislature is
likelytoface:'. ; : .-i,

Piedmont . :

The {th District. repre-
sented by Democrat lke
F. Andrews of Cary, is
bursting at the seams.

While the dropping of
Chatham County, popula-
tion 33.37.1. would leave
the district near the ideal
size. it would create an.
o_ther problem: Randolph
County would no longer
be contiguous to the rEst
of the district. ;;,, -''.
: Andrews isn't saying
publicty how he wanti thE
district reshaped, but
supporters say his first
choice would be. a Re-.
search Triangle district
of lVake, Durham and Or-
an ge co un ti es,.'. -"ilt,f:;t *r'

choice. the'itipporters
say, would be .to keep
\Uake and Chatham, but
move Durham into the
Znd. Andrews is a native'
of Chatham and a.resi-'
dent of Wake. ' I r " r' 't "' -

.Whether the legislaturewill heed Andrews'
wishes, however. is un-
certain. His political
stock was lowered last
year by a controversy in-
volving the mishandling
of campaign contribu-
tions.

Several other politi- . _
cians have designs on the
seat. including two state
senators from Raleigh
who have sought the seat

- William A. Creech and
Robert W. Wynne. How
active either becomes in
redistricting could signal
their t982 intentions. ':

Meanwhile, blacks are
expectcd to push for a
district built around Dur-
ham and Orange coun-
ties. Such a district would
appeal to such black lead-
ers as Howard N. Lee, the
state's secretary of natu-
ral resources and com-
munity development. and
H.III. "Itlickey" IUichaux
of Durham, the U.S. at-
torney for thc mlddlo dis.trict. ,

leigh mayor.
. . The 6th District poses
greater problems be-
cause its population is be-
low the ideal and it has a
new Republican eon-

. Sressman, W. Eugene
Johnston.

Johnston defeated vet-
'iran Democrat L. Ric-
hardson Preyer, and
there is speculation that
Preyer will attempt a re-, turn in 1982. The pressure
on the Democratic legis-
lators will be to increase
the 6th's population with ,

Democratic voters, possi-
. bly by including Orange

County in the district. .i
The problem, however,.- is Randolph County. The ,

chances are good that the
Republican-leaning coun-
ty will no longer stay with*the '4th District. Ran-

:-dolph would go nicely in a
6th district with Guilford,
but that would shore up
Johnston's hold
district. 'o,,

on the

,..As one Democratic
Iegislator said, "It might
be best for us just to
concede the district to the

, Republicans and protect
the incumbents we've
got."

One of those incum-
bents is Rep. Stephen L.
Neal, whose Sth District
borders on the 6th to the
northwest. Neal has
.faced tough Republican
challenges in the last two
elections and probably
would like to pick up
Democratie Rockingham
County from the 6th and
give Republican David-
son County to another dis-
trict. ., r

State Sen. George W.
Marlon Jr., D-Surry, who
has congressional ambi-
tlons, would like to see a
