Entry of this Court's opinion and order in the above- 

styled cause is being withheld pending the resolution, by the 

United States Supreme Court, of disputed issues of law arising 

out of the decisions of the Fifth Circuit Court of Appeals in 

Bolden vs, City of Mobile, Alabama, 571 F.24 238 {5th Cir.1978);: 

Nevett vs. Sides, 571 F.24 209 (5th Cir.1978); and Williams vs. 

Brown {5th Cir. June 2, 1978). 

Alteration or interpretation of the Fifth Circuit's deci- 

sions on unconstitutional dilution of black citizens' votes 

may have a significant effect on this Court's final determina- 

tion in the instant cause. Accordingly, the Court has chosen 

to exercise its discretion as indicated above.
