I am forwarding local couneelrs proposed budget
for possible littgation challanging the 19BI
Louisiana reapportionment for the Louieiana Houae
and for Section 5 corunents to the Department of
Justj.ce on the House and Congresslonll plans.
The budget is being revlsed because it was based
on an interim lawsuit challenging on one person
one vote grotrnds, a special Louisiana State House
elect,ion from New Or1eans. That particular elect,ion
is in a House district that is now over 60$ b1ack.
There ls a black candidate with a good chance of wj.n-
ning. For political reaaons the ldea of filing an
interim suit was abandoned.

The prospect of flling a complaint challenging the
state-wide reapportionment is good. There are no
immediate plans to proceed quickly, however, since
the state plans are before the Justice iiepartment,
and general elections are a year and a half away.
Nevertheless, I reco[unend that we enter an agreement
with local counsel now to work jointly on the Section
5 comments. LDF should also consider paying the com-
puter expert, Gordon Eenderson, who is working on the
Justice Department cotrments. Mr. Henderson is highJ.y
recommended, very experienced, and extremely reason-
able in his projected, total cost of $3000.00. Any
moneys expended now couLd be recovered eventually as
attorney's fees after litigation, slnce the plans he
prepares would also become the basis for our state-
wide court challenge.
