approved the settlement negotiated by Legal Defense Fund lawyers 

following extensive pre-trial discovery of evidence in the case 

against the Naval Air Rework Facility (NARF) of Alameda, California. 

The decree provides for half a million dollars in back pay to be 

recovered by 900 black, Hispanic, and Fillipino civilian employees 

of the Facility under Title VII of the Civil Rights Act of 1964. In 

addition to back pay, the decree requires extensive minority hiring 

and promotion goals that NARF must meet in order to overcome the 

effects of past discrimination. The minority employees will be 

entitled | to retroactive promotions, fringe benefits and retirement 

benefits. Eighteen named plaintiffs will recover between $3,000 and 

$15,000 each. Qualified minority employees will be promoted into 

supervisory positions. A comprehensive apprenticeship program will 

offer training for aircraft mechanic and electronics specialists jobs. 

The defendants have also agreed to pay reasonable attorneys’ 

fees and costs to plaintiffs' attorneys for their work on the case. 

Plaintiffs are represented by the NAACP Legal Defense and Educational 

Fund, Inc., the Legal Aid Society of Alameda County, Howard Moore, Jr. 

of Oakland and William E. Hickman of Palo Alto. 

Congress extended the guarantees of Title VII to federal employees 

only in 1972. This case is one of the first large-scale employment 

discrimination actions against the federal government to result in 

a major settlement. 

Judge Orrick has set August 3lst as the date for a hearing on 

final approval of the Consent Decree.
