DISCLOSES THAT THE CITY OF RICHMOND IS DIVIDED INTO A NUMBER <
OF GEOGRAPHICALLY DEFENED ATTENDANCE ZXRXKX AREAS FOR BOTH
AREAS FOR BOTH WHITE AND NEGRO SCHOOLS. THESE SCHOOL AREAS WERE
ESTABLISHED BY THE SCHOOL BOARD PRIOR TO 1954 and have not
been materailly changed since that time at 431
at 432 --- Thus it is clear, as found by the district court
that Richmond has dual school attendance areas, that the City
is divided into areas for whites schools and is again divided
