Dear Mr. Venable:

I am writi-ng this letter to request. your assistance
in obtaining information about absentee voting laws
in Alabama. Tony Richardson, who has done some pre-
liminary research on this topic, informed me of your
conversat,ion of early today.

I understand that the Alabama Code was amended in
order to conform the absentee bal1ot laws to the
procedure for regular ballots and to S 17-B-11 which
provides f or a secret baIlot. l^Ie have not been able
to confirm this understanding other than through
Secretary of State Donald Siegelmants tesLimony before
the House Hearings on Extension of the Voting Rights
Act. As sponsor of the 1980 amendments to Tltle L7,
Chapter 10, do you have any memoranda or other material
from the bill jacket which uright indicate Ehe intent
of the legislature in making these changes? Tt would
be greatly appreciated Lt such irlfornation could be
forwarded to me.
