DEFENDANTS' ANSWER TO PLAINTIFFS' AMENDMENT TO COMPLAINT 
  

On January 20, 1993, the plaintiffs requested permission of 

the court to offer an amendment to their complaint. The request 

for leave to file an amendment to the complaint was granted. By 

way of that amendment, paragraphs 7 through 22b of the complaint 

were changed. The defendants offer the following response to 

these revised paragraphs of the complaint: 

1. The defendants admit the allegations of paragraphs 7
