We also propose a slight wording change on 19 as follows: 

19. On average, 76.4 percent of the geographic area in each of North Carolina’s twelve 

& congressional districts in the 1992 Plan was in the corresponding districts in the 1997 Plan, 

0D ranging from a high of 96.7 percent for District 11 to a low of 41.6 percent for District 12.
