The information on specific counts within your state should include both the actual procedures for registration within the county as well as the reg- istration rates by race if at all possible. At least try to get the numbers of registered and unregistered people per county or whatever information can be cor- related with the specific practices to show the gap between white and black registration or the nexus between low registration rates and restrictive regis- tration procedures. We are also interested in whatever political inteltigence you can provide regarding the possibility of entering into a consent decree with specific state officials. ft would be most helpful if you would try to organize the types of registration practices that you are doc- umenting by county into three categories, as follows: 1. Where there is permissive state legislation, for example, discretionary appointments of deputy registrars, but no one exercises that discretion to deputize. 2. Where the discretion to deputize is exercised selectively, either from county to county or within a county based on the type of group seek- ing appointment. 3. Where rules across the board are restrictive, e.g., inconvenient hours are mandated by state 6t5tutes, a limit is placed on the number of forms given out or satellite registration is limited to fixed sites.
