This will acknowlege and confirm my 
telephonic request as made on even date and by this 
means reduced to writing, that I have been granted 
additional time to reply on behalf of the 
defendants-appellees in the captioned matter to and 
including the 1st day of March, 1990. As the record 
will reflect, the United States took its full sixty 
days to notice its appeal and file its brief 
accordingly. Plaintiffs were granted two extensions, 
the last of which was to coincide with the filing date 
of the United States. In addition to the briefs I have 
mentioned there are two additional briefs, one on 
behalf of Supreme Court Justice for Orleans, Inc. and 
one on behalf of the Lawyers' Committee for Civil 
Rights Under Law (concerning which I understand that 
two comments have not been submitted).
