School D i s t r i c t  a l l e g e s  the f a c t  to be tha t  a p p r o x im a t e l y  17% of the te a c h in g  

p e r s o n n e l  and 16% of the a d m in i s t r a t i v e  s ta f f  of s a id  School D i s t r i c t  a r e  non-
