Defendants.
Inasmuch as there is pending in this district a
congressional redistricting case, to wit, Daly v. High, 5:97-CV-
75-BO, and there has already been appointed by the Chief Judge of
the Fourth Circuit a panel of three judges, and Daly v. High
includes the North Carolina Congressional Districts One and
Twelve and other matters; therefore, based upon judicial economy,
the clerk of this court is directed to reassign this case to
Chief Judge Boyle. Chief Judge Wilkinson of the Fourth Circuit
Court of Appeals is designating the same panel to this case.
