At your suggestion, I enclose a copy of my resume. I also
enclose a chapter I recently co-authored with Drew Days on
the Voting Rights Act, published by Howard University Press
in Ivlinority Vote Ditution (C. Davidson ed. 1984).

I am interested in teaching a voting rights seminar in the
Spring Semester. Possible topics include:

1. OVERVIEW: the meaning of representative
government, the j-ssue of proportional
representation and the role of the judiciary
in the "political thicket'

2. the one person one vote standard, its evolu-
tion and present application to state and
congressional reapportionment

3. racial discrimination and the political process

a. history from pre-Civil War through
post-Reconstruction

b. court challenges under the 14th and
I5th Amendments

c. federal legislation and the role of
the federal government

d. the Voting Rights Act of 1965
