Enclosed is a copy of a preliminary rough draft of the appeal
in this matter. All criticisms, deletions, additions and any
other type or form of change which you may suggest will be
greatly appreciated.
I think in particular any ideas you have concerning the format
are important. As you will see, there is no particular plan of
organization in this draft, which lends itself to greater
flexibility in anticipation of your comments. You will also
note that the Argument portion is yet to be drafted. Your
prompt attention will be appreciated.
