NASEVILLE---Construction of an interstate highway that could have breught "destruc n and irreparable damage to mw eges, universities, sch 3.3, churc} ng S -8 city was ha this week by the Nz, legal Defense and Educa- zonal Fund, Inc. (LDF). 

LOF attorneys won a + orary restraining order in the Court of Appeals for the Sixth Circuit.

It said the officials erred on the follcwing grounds: 
* no public hearing was held to scuss construction plans pricr to their approval and implewentation 

the highway was arbitrarily routed through the Negro district 
the routing was not coordinated with any comprehensive plan of land use. 

LDF attorneys are representing the Nashville I-40 Steering Com- mittee, an uninco: cat gtoup of Negro and white citizens formed te protect the Norith Naz hville section of the city.
