I am placing under this cover portions of a letter which I
received this,week from the lepartment of Justice concerning
gur inquiries, to dete:rmine if the Department had approved under
Section Five' of the Yoting Rights Act those changes- in the North
Carolina Constitu!i* adopted in 1967 which require legislative
reapportionment l-ines to respect county Iines. -
