Jim Hunt to the state House in August 1977, Clement was defeated in a reelection bid 15 months later and again last June. A major factor was his inability to gain the support of the Durham Comrnittee on the Affairs of Black People, the main political voice of the blaek community in Durham. Clement is c-onvineed that what is best for the entire community directly or indi- rec'tly strengthens its weakest links. "Cbnfrontation might be more fun," he said in a pre. election ad, "but cooperation gets the job done." ; He does not suggest gloss-,: ing over racial problems, but thinls it's important to ac. . knowledge that stridei have been made ; to "accentuate'- the positive." in his words- ' Clement is a realist - and'" realism can be a luxury in politics.- - -' His appointment to the City Council will glve him the opportunity to practice his positive approach to problem- solving. , ''At the least it will be refreshing. Howard Clement III to fill the unexpired term of Maceo Sloan returns the Durham City Council to .full force and enables it to get on with its busy agenda. Clement brings to the job an impressive set of creden- tials. Though not Durham- born, he has become Durham- bred during his two decades of work and community ser- vice here. ,'His position as assistant vlce president and claims supervisor at North Carolina Mutual Life Insurance Co. at- tests to his business acumen. His contributions in the poti- tical, civic, orltural and reli- gious llfe of our city and state indicate his feeling of resporr. . sibility to the larger commu- nity and his willingness to serve. : Clement, a btack, has shown a courageous independence of thought and action in recrent years, an independence which has cost him dearly in the political arena. A civil-rights activist in the 1960s, he gradually became convinced that racial progress rested more with cooperation than confrontation, a stance unacceptable to some mem- bers of the black c-ommunitv_
