Gentlemen

Under date of 22 September 1981 (Registered No. 28254) this office
submitted a schedule of Constitutional Amendments along with ballots
submitted to voters at each statewide election in which subject amend-
ments $7ere voted on.

At direction of counsel, Mr. James M. I.IaIlace, Deputy Attorney Gen-
eral for Legal Affairs, we are accumulating copies of the legislative
acts authorizing the vote on the submitted amendments. These Documents
will be transmitted under separate cover in a matter of a few days.

We are prompted to point out that Mr. Wa1lace, during a telephone
conversation with Mr. Reynolds, Iras totally unaware that there were amend-
ments other than the two submitted at an election held on 5 November 1968.
When he received our schedule of amendment elections Mr. Wallace requested
that we include in our letter that he in no way attempted to misrepresent
the facts to Assistant Attorney General Reynolds.

The amendment #2 voted on in 1968 was not previously submitted inas-
much as the writer interpreted the effect of the amendment to constltute
'no change in election or voting procedure.'

Gentl emen:

we transmit herewith copies of legislative acts authorizing
elections to be held on whether or not the constitutional Amend-
ments proposed by the submitted acts shall be approved by a vote
of the qualified voters in North carolina. These submissions
supplement the information transmitted by our letter dated 22 sept-
ember 1981 (Registered No. 28254) and constitute the additional
information referred to in our letter dated 23 september 1981 (neg-
istered No. 28268).

The writer has undertaken to burden you only with legislative
acts proposing constitutional Amendments that deal generally with
election or voting practices. They are:

Chapter 640 Session Laws of t967; Chapters 1258, 1004,
1200 Session Laws of 1969; Chapters 201, 535, 857 Session
Laws of 1977; Chapter 394 Session Laws of 1973; and
Chapter 363 Session Laws of. L977

The submissions transmitted herewith constitute all acts and
amendments not previously submitted dealing with areas covered
