This is in neply to your correspondence of I,Iay 27, 1981,
regarding tshe submission rsrder Section 5 of the revisions to
the Norttr Carolina Constitution in 1969 and requesting copies
of all Letters in rrhich objections under Section 5 of the Voting
Rlghts Act o.f 1965 t,ere interposed in the state.
Our reeords indicatse that on April 20, Lg7L, the Attorney
General precleared all sections of the North Carolina Constitution
as revi.sed in L969, with the exception of Article VI, Section 4,
to which an objectrioa was interposed. That section concerned
the inposition of a literacy requirenent as a prereguisite to
registratlon. as a voter.
Ee are enclosing copiee of alL the objections pursuant
to Section 5 in l{orth Carolina. Included therein of course is
the April 2:.0, L97L, letter regarding the 1969 constitutional
aEencimentS.,
