2. During the Period from 1970-
1982, three times as many black candidates
as white candidates who managed to win in
Democratic primaries lost in the general
election. Even in 1982, when no wh,ite
Democrats lost in the general election, a
third of black democrats lost in the
general election. That is, while success
in the Democratic primary practically
assures election for white Democrats, it
does not assure success for black Demo-
