Dear Jack:

I have been meeting with several attorneys -fr-om !h" N. C.-Legal
Services and with fh" E*.cutive Director of the Southern Regional
Council regarding the upcoming reapPortionments in North Carolina.

tJe have two constitutional provisions in North Carolina, Article-2,
53 and 55, which prohibit the State from esEablishing single member
districts or from'carving out sections of a particular county lo, a
district. tle feel that Etru constitutional provisions were designed
to limit the black participation in the electoral -processes and
that the provisions^ violatl the Fourteenth and Fifteenth Amendments
to the Constitution and 52 and 55 of the Voting Rights Act.

We have solicited some historians to assist us in preparation of the
p"rpo"" and intent issue and have quite a bit of interest in North
Carolina for the litigation.

We will need some assistance from the Legal Defense Fund in challeng-
i.tg itr. constitutional provisions. Please advise which staff attorney
is"working in voting rights cases in order that I _might -give him more
details about the pfopofed case to see if the Fund would be able to
assist financially in the litigation.
