(2) The Gingles and Pugh Plaintiffs assert that N.C.G.S. 120-1 and l2O-2 i1lega1ly ano unconstitutionally dilute the voting strength of black citizens through multimenrber districts in a manner which affords unequal protection of the law in violation of the 14th Amendment of the U. S. Constitution and Article I, Section 19 of the North Carolina Constitution.
