(1 ) The Gingles and Pugh Plaintiffs assert that N.C.G.S.
120-I and 120-2 iIlegaIly and unconstitutionally dilute the voting
strength of black citizens through the use of multimember districts
in violation of 42 USC 1971.

(2) The Gingles and Pugh Plaintiffs assert that N.C.G.S.
120-1 and l2O-2 i1lega1ly ano unconstitutionally dilute the voting
strength of black citizens through multimenrber districts in a
manner which affords unequal protection of the law in violation of
the 14th Amendment of the U. S. Constitution and Article I, Section
19 of the North Carolina Constitution.

The Pugh Intervenors do not intend to have their intervention
result in any aooitional discovery nor delay the trial of this
action, nor to further amend the pleadings of the Gingles PIain-
