I am back in one of my moods to work getting Gingles v.
Edmisten ready for trial-. The state

According to my notes, /ou have agreed to do the fo11-owing:
1.' Obtain a witness to testify about the history
of discrimination in registration and voting.
2. Talk ro Al-ex Willingham abour rhe possibility
of testifying about the lingering Lffects of-past discrimination.
3. Catalog Laws and time of use of the various
devices which make it more difficuLt for
minority candidates to be elected (i.e., single
shot vote 1aws, etc.).
4. Locate a study about the tenancy of black con-stituents to contact black elected officials.

9a1 linguist or anyone_ who can testify about iubtle raciai appeals
in elections. rf you have any ideas about that, please Let mL
know.

We are proceeding with the bJ-oc voting analysis and Bernie
Grofman has almost al-l" of the data which he needs by now.
His preliminary determination about Mecklenburg County is
that, while bl-oc voting is not absol-ete, it is-sufficient
to stop any but the most popular of candidates from being
elected.
Youwere al-so going to check with Gordan Henderson about
maping. trlhat was the result of that? As I told Lani, it
looks like we are not going to settle this case so r^re might
as well do it right and make a serious attempt to win.
