Reapportionment Suit
Dear Gentlemen and Leslie:
I met with the Department of Justice on August 26 and obtained
a copy of the encl-osed submission by North carolina and the
objections which have been filed. I do not have the Republicanobjection. It is being mail-ed to rne.
r understand that Justice will ask for more information.r indicaled, however, that we would be filing objeetions on
behalf of our clients shortly and would indicate that we areputting together some additional supporting data. Even if
Justice asks for additional info:mation, r think we shouldget our objections on file.
Tor_may _or- may not know that the three-judge court in Virginia
declared the reapportionment of Virginia unconstitutionall
The decision is based on the one-man, one-vote issue and since

variances in North Carolina are at least equal to the variances
decl-ared unconstitutional in Virginia, rf,e shoul-d have a good
chance with respect to this issue. For reLief purposes,-however,
we need to file the suit as soon as possible. Please l-et us
have your conments about Lesl-ie's l-atest draft compl-aint.
I understand that Steve is preparing the draft objection letter.
We need to file the objections before September L4 and indicate
that additional supporting data wiLL be submitted.
I have spoken with Eddie WilLiams and with A:mand Derfner.
A:mand is trying to identify a hisEorian for us. He has indicated
that the Joint Center may be able to assist financially in covering
the cost for the study. I zm to meet with .Armand again in the
Ttre Lawyers' Cornmittee has expressed an interest in the case.
I have fonsarded a copy of the draft compl-aint to them.
The Lawyers' CornmiEtee has the experience from the Virginia
case and may be of help to us.
