Dear Judge Roth:
I received the enclosed amicus brief submitted on
behalf of Governor Milliken among others this morn
ing, and at Lou Lucas's suggestion, 1 am sending a
copy to you.
In discussing the contents of the brief, Mr. Lucas
and I were particularly intrigued by footnote 12,
page 11 and accompanying text, the second full para
graph on page 17, and the two full paragraphs on
page 20.
