A. Objected to Constitutional Amendment, Senate and

Congressional p1ans.
B. House plan pending - decision must be made by

January 20, L982.
C. Note: It is debatable whether or not the State

constitutional amendment can be applied to the
60 non-$5 counties.

cerned about overlapping class of republicans.

D. Has Senate plan with 4-5 rnajority minority districts.
E. Anticipates House plan by January L6, L982.'
